Special Needs


Should a disaster occur in your community will you:

  • Stay at Home?
  • Stay with Family?
  • Evacuate to a Shelter?
  • Need to go to a Special Medical Needs Shelter?
  • Need Assistance with Transportation?



An emergency can strike without warning and require the movement of residents to a safer location.

Pasquotank-Camden-Elizabeth City’s Multi-Hazard Plan includes planning for the needs of our Special Needs citizens. A Special Needs Registry is available for residents that may need assistance with evacuation or may need a welfare check following a disaster.

If you have no place to go during an emergency and have a disability or require assistance due to the following conditions such as:

  • Cardiac History
  • Respiratory Problems
  • Hearing, Vision, Speech Impairment
  • Immobility Problems
  • History of Stroke
  • Frail Elderly
  • Mentally Challenged
  • Other severe medical or disabling condition

The Special Needs Registry is Voluntary and Strictly Confidental

It will be used by Emergency Personnel to check your welfare and/or assist in relocation during emergency situations. In addition, your basic medical history is entered into the 911 database and should an emergency call be received from your home telephone the telecommunicators will be able to provide potential lifesaving information to the responding emergency agency.

It is Important that You Register Now - Even if you plan to shelter with family or friends it is important that you register now so that Emergency Personnel will be able to notify you of emergency evacuations and assist you during times of emergencies should your plans or conditions change.

Whatever your limitations you need to be ready. An evacuation kit containing basic items should be prepared.


When Preparing Your Evacuation Kit Consider The Following Items :

  • Prescription medicines, list of medications and dosages, list of allergies
  • Medical insurance and Medicare cards
  • Insurance agent's name and phone number
  • List of doctors, relatives or friends to notify if you are injured
  • Extra eyeglasses and hearing aid batteries
  • List of the style and serial numbers of medical devices, such as pacemakers
  • Change of clothing and sturdy shoes
  • Blanket or sleeping bag
  • Special Dietary Foods
  • Personal hygiene supplies (soap, deodorant, tooth brush, diapers, comb/brush, etc.)
  • Water, at least 3 gallons a day for 5 days

If you evacuate, also remember to take with you any specialized equipment; such as:

  • Wheelchairs
  • Walkers
  • Portable Oxygen Units (extra cylinders)
